Rosleskhoz reported record revenues: the forestry industry brought 62 billion rubles to the budget in 2025

 

    The Federal Forestry Agency summed up the results of 2025, recording a steady increase in revenues to the federal budget from the use of forests. The total revenue reached 62 billion rubles, which is 14.3% higher than in 2024. The planned targets were exceeded by 4 billion rubles, a result that the agency attributes to an increase in the efficiency of administration and control of forest management.

 

Administration as a growth driver

The positive dynamics of receipts was the result of systematic work to increase the collection of payments. Anastasia Vinokurova, Deputy Head of the Federal Forestry Agency, highlighted the key success factors in her commentary.:

"Last year, we exceeded the planned forest revenue receipts to the federal budget by 4 billion rubles. Of course, this was facilitated by the effective administration of payments under lease and sale agreements for forest plantations, as well as quality control of the use of forest resources. This year, the regions need to keep up the pace and continue working in this direction, paying special attention to avoiding arrears in forest payments."

    The income structure is traditionally dominated by several areas of forest use:

  •     - Wood harvesting (main source);
  •     - Geological exploration of the subsurface and exploration of deposits;
  •     - Construction and operation of linear facilities (pipelines, power lines, roads);
  •     - Recreational activities.

 

Leading regions: oil, timber and geology

    An analysis of the regional revenue structure shows that the largest contribution to forest budget revenues was made by five subjects of the Federation, where both powerful timber industry complexes and intensive work of subsurface users are concentrated.

    Khanty-Mansi Autonomous Okrug-Yugra is confidently leading due to the combination of large-scale logging and active use of forests for geological exploration of the subsurface (oil and gas sector). The Irkutsk Region and the Krasnoyarsk Territory are recognized centers of the timber industry with a well—developed network of tenants. The high positions of Yakutia and Komi are also secured by large lease agreements for both timber harvesting and geological exploration.

These regions have concluded the largest number of lease and purchase and sale agreements for forest plantations, which forms a stable base for long-term income.

 

Industry significance and objectives for 2026

    Exceeding the planned targets for forest revenues is an important signal for the entire industry. The growth of revenues against the background of a difficult economic situation demonstrates that forest management remains one of the stable sources of federal budget funding.

 

Key challenges of 2026:

  • Avoiding arrears: Rosleskhoz sets the task for the regions to maintain the pace and prevent the growth of rent arrears.
  • Balance of use and restoration: Income growth should not be achieved by depleting the forest fund. Quality control of resource usage remains a priority.
  • Digitalization of accounting: Further improvement of administrative efficiency is impossible without the introduction of modern digital solutions (FGIS LC), which allow tracking every stage — from the contract to the payment.

 

    For tenants and forest users, the results of 2025 mean that the attention of regulatory authorities to the completeness and timeliness of payments will remain at least at the current high level. The regional authorities will have to continue working with arrears in order to maintain a positive trend.
