Forestry in the Tomsk region: new plots can bring budgets more than 810 million rubles

    The Federation Council discussed the prospects for the development of the Tomsk Region's timber processing complex. The key topic of the meeting, initiated by Senator from the region Vladimir Kravchenko, was the implementation of forest management works in the Verkhneketsky and Ulu‑Yulsky forestry districts.

    The event was attended by representatives of the Federal Forestry Agency, the regional government and relevant experts. The main focus was on the sites that are currently free of lease.

Why is this important for the industry

    Current forest management is a key driver for attracting investment in the timber industry. The inclusion of new sites in the work plan will allow them to be leased to Russian companies, which will have several significant effects at once.:

• - Providing raw materials to enterprises. The transfer of the plots will ensure stable supplies of wood for existing and new members of the industrial cluster "Forest, timber processing and Forestry".
• - Development of deep processing. Access to resources within the region stimulates the growth of high—value-added industries, from lumber to forestry products.
• - Digitalization of accounting. Modern forest management data will form the basis for digital monitoring and accounting of timber through FGIS LC, increasing the transparency of the industry.

Financial prospects

    According to preliminary estimates, the development of new sites will bring a significant inflow of funds to the budgets of all levels.:

•     - 649.2 million rubles annually — to the budget of the Tomsk region;
•     - 160.9 million rubles — to the federal budget.

    The total effect will amount to more than 810 million rubles per year, which will strengthen the financial stability of the region and create conditions for further development of the forest management infrastructure.

Project context

    The implementation of forest management plans directly supports the creation of the industrial cluster "Forest, timber processing and Forestry" in the Tomsk region:

•     - the total investment in the project is already almost 8 billion rubles.;
•     - the development of the cluster will create new jobs and increase the export potential of the region;
•     - the focus on deep processing will reduce dependence on the supply of untreated wood.

Prospects for implementation

    Senator Vladimir Kravchenko stressed that the issue of allocating federal funding for forest management remains under his personal control. This will allow:

•     - accelerate the implementation of forest management works;
•     - promptly put the plots into circulation;
•     - ensure synchronization with cluster development plans and the needs of enterprises.

    Thus, an integrated approach to forest management in the Verkhneketsky and Ulu‑Yulsky forestry districts will not only strengthen the budgetary stability of the Tomsk region, but will also become an important step in the development of domestic timber processing.
